Africa - detailed



Timeframe: Africa is a continued concern with an ongoing timeframe.

Taking: Our foreign interest in Africa requires complex tasking. It requires counterintelligence (CI), and propaganda, in addition to collection, analysis, and reporting.

Standard of performance: CI needs to be implemented to assure the proper usage of economic assistance. Propaganda should also be used in the promotion of democracy. With depleting natural resources globally, an analysis should address how this will affect Africa. Further analysis should review the African culture's willingness to adopt democratic and human rights principles. Given Africa’s low priority, collateral damage should be minimal without infringing on global political tranquility, domestic economy, and US national security. Though blowback is not anticipated to be appreciable, our low interest mandates it to remain minimal.

Oversight: The Senate’s role should include approval of CI operations. Propaganda should also be reviewed by the Senate. Additional involvement includes reviewing the analysis.

Jurisdiction: The jurisdiction for our involvement in Africa falls to the CIA for analysis, DOE together with the NGA for analyzing African resources, the Department of Treasury for CI operations, and the Department of State for social analysis.

Priority: This is listed as my number 10 priority because of the international and humanitarian interests. It is consider a low priority.
