Counter Drugging - detailed pt. 1



Timeframe: Counter drugging is a concern with an ongoing timeframe.

Taking: Illicit drug trade poses security risk, and it requires tasking to minimize its efforts. Applicable tasking includes counterintelligence (CI), covert operations (CO), propaganda, collection, analysis, and reporting.

Standard of performance: CI should be used to maintain a secure border and enforcement infrastructure. Evidence for conviction should also be gathered through CO – domestic and international. Additionally, propaganda should discourage illicit drug trade and drug usage. An analysis should also be conducted to evaluate the advantages of engaging in the drug trade. This evaluation will help understand, and thus offer counter measures for, the drug industry. Additionally, terrorists’ involvement should be evaluated, financial advantages highlighted, and drug methods – including how they solicit clients and how borders are exploited – outlined. Collateral damage and possible blowback must be accepted when necessary.
