Timeframe: Non-proliferation is a continued concern with a long term timeframe.
Taking: Promoting the non-proliferation strategy requires multiple tasking. This includes covert operations (CO), propaganda, collection, analysis, and reporting.
Standard of performance: Overt and convert methods should be utilized to monitor global nuclear developments. International propaganda should be produced to encourage participation in the non-proliferation movement. An analysis should review the global nuclear developments, including high risk countries, and how best to propagate the movement internationally. Further analysis should review how non-proliferation efforts have been fostered. Collateral damage should not disrupt the military infrastructure, though international political tranquility may be disrupted as necessary. Blowback is anticipated to be minimally involved.
Oversight: A Presidential Finding will be necessary to engage in CO. The Senate should review analysis of nuclear developments. Additional review should be given to the usage of propaganda.
Jurisdiction: The non-proliferation movement falls to the DIA for analyzing foreign military usage of nuclear technology including CO, DOE for analyzing civilian technological, nuclear testing/experimentation and ingageing in CO, NSA for analyzing current non-proliferation efforts, and Department of State for disseminating international propaganda.
Priority: This is listed as my ninth priority because of the global security implications associated with nuclear proliferation. It is consider a elevated priority because of long term concerns.
