SCTY 415 Intelligence Recommendations for 2009

“Top Ten” National Strategic Intelligence Priorities

Purpose: To provide the policy makers with recommend top ten national strategic priorities for collection, reporting, and operations during 2009.

Background: These recommendations are made based on 2008 events and are selected because of global and regional security situation and any corresponding threat.

      • Every issue poses a military, political, social, or economic threat.

Discussion: Top ten issues are categorized into 3 groups:
      1. High profile concerns
            a. Economy - domestic
            b. Counterterrorism - on the global perspective
            c. Iraq
            d. Afghanistan
      2. Immerging technological concerns
            a. Cyber-defense - defense, government, and social
      3. Unresolved concerns
            a. Immigration - domestic
            b. Counter drugging - domestic and international
            c. Space defense - domestic and international
            d. Non-proliferation - international
            e. Africa

Further discussion is detailed in the attached presentation, specifically addressing how intelligence can be utilized to keep the policymakers informed.

Alternatives: Other areas of heightened concern:
      • China – their international agenda. Their rising standing in the world, technologically and geopolitically, should bring increased attention by intelligence.
      • Israel – their domestic and foreign interests. Israel has been shaping the Middle East and the corresponding conflict.
      • Oil – offensive and defensive tactics.


Recommendation: Recommend top ten intelligence priorities as further detailed in the attached briefing.
